CAP EXEMPT Options on expired H1B Visa

I have applied my H1B visa on 2007 and it got stamped. But it was valid till Sep 2010. I never entered US during that time. Can I reopen my H1 petition ? Please help me. Thank you

2007 was over 7 Years back , it may not be possible. Talk to the immigration attorney of the employer willing to petition for you.
