2008 H1B not stamped can i go for exempt category?

Hi,
I got H1B in 2008 with validity 10/1/2008 to 09/19/2011.But i never stamped it till now. It crossed 6 years already
Can i make use of my H1B Petition to stamp under exempt category now. Some consultancies saying They can file successfully. Can i Believe them?
Please advice me.

You are cap exempt , 6 years rules is from date of expire, You are cap exempt till 2017.
