Process to change the H1B Visa Consulate location for Stamping

Hi Guys,

A friend of mine had taken Stamping appointment in Mumbai consulate for H1B(We had selected Mumbai as the place in DS-160 as well).
Now as she is working currently in Austria (Europe), is there a way, she can schedule and go for stamping in Austria?

Do we have to ammend DS-160.
Would be great help if someone knows about the process here.

Also, is it better to get the stamping outside India?
