Interview Wavier Program (IWP) for H4

Hi All,

My wife and kids are applying for new H4 visa. When she tried to create UID in cgifederal site, it turned out that she has to go for visa interview whereas kids are qualified for IWP. We prefer to go together for the interview

1. Is it OK to say No to the IWP questions so that they can opt out of it?
2. Even if they are qualified for IWP, can she still take them along with her for the interview?

Any help to clarify this will be greatly appreciated
