About Waiver Case Number

I a researcher from India, working in Washington DC.
Currently I am on J1 visa.
I have recieved NORI from all the departments from India.
I need some information as how do I apply/get Case number of Waiver (to apply for H1 visa)?

YOu go to the following website

http://travel.state.gov/visa/temp/info/info_1296.html

You will get all the information. Once the Department of state receives your application then they will issue you a case number alongwith a letter asking about few documents you need to submit to them. Once you receive the case number then you request our indian consulate, Wahington DC (send all the NORI you got to Indian consulate) to forward the No objection to Department of State. Now your job is done. Then WAIT.... for the recommendation from Department of State.
