Changing Employers on H1B

I was working with a company A, i filed for a transfer to company B for this i have the receipt notice but the petition is not approved yet. Meanwhile i have an offer from company C. Can company C go ahead and file an other petition even before i get a decision on my petition B. I really dont know if my first company i.e A has withdrawn its original petition.

Then you should wait for B's petition approval, though C can go ahead and file a "bridge petition" and upgrade B's petition to premium.
