H1 selected in lottery, but want to change my employer

I work at company A, and they have filed my H1 this year which got picked up in the lottery, but it has not been approved yet.
Now I have a job offer from company B, for client Y. Can I change my employer, and if yes, what should be the process for it?

My new employer says, they will not do an H1 transfer, but instead file a new H1 B application, under exempt cap, with the same receipt number as the current H1. Is this possible?
