Can i get H4 visa stamping for my wife when her H1 is filed this year?

Hi,

I am on H1 visa valid until August 2016. My fiance's employer has filed her H1 by April 2015. I am getting married by June 2015 and I want to bring my wife on H4 with me. Her H1 lottery results are unknown at this point of time. Can she get her H4 stamped by June 2015 and if her H1 gets selected in lottery, can she convert her visa from H4 to H1 post October 2015? Can H4 be applied when her H1 lottery results are pending?

Her H4 is based upon her relationship with you and you maintaining valid H1 status, it has got nothing to do with her own H1 petition.
