Dual H1B possibility, working for two employers if two sponsorship?

I am currently changing my jobs and transferring my H1B visa.

My question is, even after I move to new company, can I work for previous employer if the H1B associated with them is valid and not cancelled by them, in a contract basis, like 12 to 16 hours a week?

No. That is not allowed. When the transfer gets approved, you have two options - either stay with your current employer or start working for the new employer. If you want to work for two different employers, then the H1B petitions should be filed as concurrent H1B petitions.
