H1 Transfer then I539 for wife required if her H4 to H1 is in progress (not approved)

This is regarding my H1 Transfer (change of employer) to a new Company B from an existing Company A.
My wife who is currently on H4 visa status, was picked up in this year fresh H1B lottery in April 2015 and her petition is in progress which includes her H4 to H1 status change as well. This is all being done by her employer. So in this case while doing my H1 transfer to new Company B, do I need submit the I-539 form for H4 for my wife or not? Please help me.

Not required. There is no such thing as H4 transfer. Only H1B can be transferred. H4 is not associated to your employer. H4 is based on your H1B status, irrespective of which employer you work for.
