H1B Fist extension and employer change

Hi,

My H1b is expiring on Sep and i'm in the process of extending it.

1. Please let me know at what point you know that the extension has completed.
2. I'm planning to change employer immediately after extension. Is there a time limit on certain months i need to be with employer A before moving to employer B after extension?
3. At what point is it safe to change employer after extension?
4. H1 transfer can be done immediately after an extension?
