From L1A to H4 Conversion

Hi,

Currently I am working on L1A and my Wife is working on H1 and she has got the I-140.

Now, can I convert my VISA from L1A to H4 within US itself without going to the host country ?

Also, Can I apply for EAD at the same time when I apply for visa conversion from L1A to H4.

Please clarify.
