When can I expect decision for Premium processing ?

So I have initiated a H1B Transfer on July 1 as Regular processing. My attorney said he will convert it to premium on July 13th(yesterday) since USCIS resumed accepting premium processing.

1.When will my case accepted for premium processing ?

2.How will I come to know that USCIS accepeted my case for Premium apart from check cashed...Does the case status page change to a different date ? Example: On July 1, 2015, we received your Form I-129, Petition for a Non Immigrant Worker ---> will this change ?

3.Converting Regular to premium is done electronically or by mail ?

4.When can I expect the final decision ?
