H1b cap subject emplyer to a cap subject or cap exempt employer

I am currently working in a CAP Subject employer. I am planning to transfer my h1b to another employer which is also a CAP subject. In my case, am I still subject for the USCIS quota every April of the year or I can transfer right away anytime? How about if I will apply to a Cap exempt employer, how does it goes? I just wanna clarify this issues because I urgently want to transfer to another employer. Thanks for your help.

You can transfer your petition anytime since you are already subjected to CAP.

Thanks shervin. At least it is clearer for me now to move to my prospect CAP Subject/Profit company because some of my friends said that I might undergo USCIS quota every April.
