H-1B DS-160 question regarding J1 visa wavier

Hi all,

I got the opportunity to come to US to do an MS on J1 visa.
Right after MS, I started working and in the meantime got a J-1 Waiver. Now got H1 b visa approved. I am currently filling DS- 160 and saw this question :

"are you a former exchange visitor (j) who has not yet fulfilled the two year foreign residence requirement?"

What should I answer to this question:

Yes: (because I haven't properly been home for 2 years) and then mention that I got a waiver and provide the waiver approval number
or
No: Because I'm technically no longer required to fulfill that rule
