H1B extension - Visa stamp

My H1B extension just got approved but i need to leave US for an important event abroad in a week. My old visa stamp expired already, so I would need to apply for a new one. My question is if I didn't receive the H1B package in time before I leave the country, can I apply the new visa abroad using my old I-797? My old I-797 expires 1 month from now.
