Can we trasfer H1B from India if six years are not over but petition is expired if yes please suggest after how long of expiry we can do so.

Thanks Sir What do you mean by " 6 year H1B CAP period runs out" My petion is till 2017 and I was in India fro 1 year and will be going back again ..so totally i used 3 years of my VISA.
