I got laid off on h1b and so i had applied for cos to f1 after taking admission in university last week. but i got job in company who is ready to transfer my h1b now, so can u withdraw f1 application and start h1b transfer process?

Using F1 as a stop gap arrangement can lead to such issues. I believe your H1 to F1 Change Of Status is pending . In order to move to H1 again, you have to wait for F1 to be approved first and then apply F1 COS to H1. Or the other option is to leave US, and re enter on a valid H1 with a valid H1 petition.
