Is vaild L1B eligible for applying for H1 exempt

Hi,
I have been searching around but could not get any post relevant to my case. So though to post a new one.
I have been working in the United States for more than 1 Year on L1B Visa.
1. Am I eligible for H1B cap exempt (2015)?
2. If yes then what is the procedure and fee etc for it? Is it legal?
3. Also will there be any problem for my dependants who are also staying with me on L2B?

You are not eligible unless you have a previously approved H1B petition within the last 6 years.
