H1b approved Petition Validity

Good Day Evryone,

I have few queries regarding my Approved petition :

What happens once my pettition is approved and the following happens :

1. I dont go to VISA stamping and The Petition is revoked (after 1st Oct) by the sponsor. Can i still transfer my visa under Cap exempt to another employer ?

2. I dont go to VISA stamping and the Petition is NOT revoked by the Sponsor . Can i still transfer my visa under Cap exempt to another employer ?

3. If revoked by the Sponsor (after 1st Oct) , Do i still fall under Cap exempt. If yes , for how long ?


NOTE : This is my first H1b application and currently i am not in US.
