Is J1 waiver necessary for interview?

Hello,

I'm subject to the 2-year home residence requirement of the J1 visa. Do I have to take the J1 waiver document (approval notice from USCIS) to the H1B interview? If yes, can I take the favorable recommendation from the Department of State instead? If I don't take any of these to the interview, is it possible that my visa get denied or will they require me to come back?
