Laid off while on H1B. Left the US and came back with F1 visa. Can I apply for jobs?

Last year I got laid off while on H1B authorization (visa started in October 2013).I was unable to find a job on time and ended up leaving the US.

Now I'm back with a F1 visa doing my master's degree. Am I be able to apply for jobs without completing my master's degree?

If the job doesn't require a masters, then YES.

Thanks. It was an electrical engineering job. I already have a bachelors degree.

I mean, if the employer hires Bachelor degree holder for similar job in their organization, then you qualify and you can transfer your H1B.
