L2 to H4 Conversion

I got H1B (2015) recently and applied I539 (Sept 11, 2015) status change for my dependents, Due to emergency dependents traveled to India. They want to travel back to USA. My question is, They have to go for stamping in India with H4 or They have L2 Visa which expired in 2016. They can travel with L2.

They cannot travel on their L2 visas as you are no longer on L1 status. They would need to get H4 stamping done.
