Can I get surrogate child on B1/B2 visa after birth in India to USA

am presently on H1B visa. Wishes to have child through surrogacy in India and get the child on B1/B2 visa to USA. Is it possible to get B1/ B2 visa for the child. Can anyone in similar situation guide me.

If that is your child, why not get it on H4 visa?
