L1 to H1 Change of status Change of employer options

Hi,

I am currently on L1B. My h1 is picked up in lottery and in progress. Replied RFE end of August.

If by any chance my h1 is rejected, can i apply h1 again through new employer? Do i need to go through lottery again?

You need to go through lottery again. First of all you should have a H1B approval notice to transfer. If the H1B petition is denied, then there is nothing to file a transfer.
