Help ! Between DS 160 and Visa Interview !

My BackGround : I have transfer my H1B Visa successfully from Company A to Company B in June 2015 , I plan to travel to india in Dec 2015.
Consulate : Mumbai , India

Q1 ) After submitting DS-160 , Can i Book the Visa Interview for a date 3 months later ? Is the a limit that Interview dates have to be booked within 1 month of submitting DS160 . Ex : I submit DS160 in October and Book Interview date in December .

Q2 ) Am i applicable for the IWP ( interview waiver program ) ?

>>> Dates are not open that far in advance. There is no point in filling DS160 so early as it might get expired. Fill it and schedule the appointment when needed.

Q2 ) Am i applicable for the IWP ( interview waiver program ) ?
