On H1 since OCT 2015. Wife wants to go to India.

--- Me and my Wife came to US on B1/B2 in Dec 2010
---Wife converted to F1 and i went on F2
--- Had a baby in US in 2012
--- I got H1 in OCT 2015 and wife got H4

--- Our Indian passports still have B1/B2 Stamping of Dec 2010

we have some property matter to attend to in India.
IS IT SAFE FOR MY WIFE TO TRAVEL TO INDIA WITH THE BABY.

We do not want any complications.

Hard to say. There can be questions around your intention of entering U.S in B1/B2 and then converting to F1 /F2. If such questions are asked, and if the VO is satisfied with the response, then there will be no issues. This is assuming your H1B documents are in order.
