    Hi

    I had applied for H1B in 2008 and application was picked in the lottery. But I didn't even
    gone for VISA stamping and never travelled to USA.

    I again applied for H1B in 2015 and my application was picked in the lottery and am applying for
    DS-160 application form.

    Can you please guide me whether I have to keep 'Yes' or 'No' for the below question.

    "Has anyone ever filed an immigrant petition on your behalf with the United States
    Citizenship and Immigration Services?"

    Answer should be NO. H1 is a non immigrant petition. A green card application for permanent worker is called an immigrant petition.
