First time H1B visa interview - Quebec City

Hello,

I was on L1 status with company A from 2011 till June 2015
Moved to H1B status with company B in June 2015 - Got 797A and I-94 - H1B Visa not stamped on passport but Have valid I-94 till 03/2018

Company A filed H1 transfer, which got approved but no I-94, basically got 797B. Still waiting for notice to know why this happened.
Consulate mentioned on approval notice is Mumbai.

I need to get H1B stamped ASAP. I tried to get appointment in Canada but no appointments available except at Quebec City, latest available date is Dec 07, 2015.

if I answer NO - Is the applicant traveling from another country to apply for a visa in Canada? Dates are available
If I answer YES - Is the applicant traveling from another country to apply for a visa in Canada? no dates available
I am going with YES as that is fact and truth


1. did anyone went to Quebec City for h1B stamping?
2. do you or you know anyone who been there for stamping? Please share your experience.

Also, any other suggestions to deal with this situation.
