H1b petition address to dubai consulate

I have filled my ds160 application and I have my h1b petition with me and uscis is already send petition to dubai consulate but currently there is no appointment are available from dubai, so can I apply from Abu Dhabi since petition is not address to Abu Dhabi is it any problem ? Pls advise
