visitor in US change to H4

Hello,

I'm holding a Canadian passport and my husband is working in US (H1B).
My question is, can I change my status to H4 after I entered US as a visitor. Or I have to come back to Canada to apply for a visa。Because I remember you can change your status from F1 to H1B without leaving US.

Any reason why you would enter US on a B2(Visitor) visa when you can easily apply H4 visa and use it ? A B2 to H4 COS is doable but can take Months to be approved.
