H1 and H4 status change

Hi,
I am working in US on H1B , my wife is in india now, she is applying for H1B this year from India. She will be travelling to US on H4 visa in the May 16.
If her H1B is approved can she change status from H4 to H1 and start working from Nov 16?
Does she need to go to india for H1 stamping as she applied H1 when she was in India?

Please let me know the options.
