Will I be H1B cap exempt,If travelling on H4(Have H1,But not travelled)

I have a got my H1B visa in 2013,August- valid till 2016 August.But I did not travel to US on that,later that petition was revoked by the employer.Now ,my husband is in US and I would like to apply for H4. If I travel on H4,later will I be able to apply for a new H1 if i am finding some employer? In such a case,If the employer is filing a new H1B petition will it come under H1B cap exemption?
