H1B not stamped.Can it be transferred to other employer under cap exempt?

Hi,
I have a fresh approved H1B petition from employer A which is valid till Feb 2017 but my H1B visa is not stamped yet due to lack of requirements under employer A.Currently I am in US on H4 status.
1. Will I be considered for cap exempt?
1. Can an employer B transfer my petition under cap exempt?
2. Will there be any impact in the transfer process if employer A revokes my petition in case I put resignation?

Hi,
I also have similar question, I have approved H1-B petition from Employer A but my H1B visa is not yet stamped. If I put my resignation and if the petition is cancelled by the employer, will it be possible for another Employer B to apply for a new petition and carry forward with Visa Stamping.
