H1B Transfer on Perm Appeal pending in 8th Year of H1

HI -

I need help in my current situation that hasn't changed for 4 years.

I am currently on on h1b. (8th year on h1b)
Perm/ Labor got filed 4 years back with Current Employer, got denied and my employer filed an appeal and its pending appeal for almost 3.5yrs.

I am getting 1 year Extension beyond Max out using AC21. Current H1b is valid till Aug 2017.

I am planning to transfer H1 to company B who's sponsoring my New labor? Is it advisable or am I allowed to do that?

Is that a Big risk?
What are the sequence of steps I should follow? And things I should be aware of?
