Is H1B transfer case eligible for Immergency Appointment ?

I know H1B extension case IS eligible.; but VFS website says NOTHING about eligibility of H1B transfer cases. Although VFS verbally told (on phone) that yes it is also eligible, their reply to my email was political...which quoted like this "....priority appointment option which you could opt for if you think you qualify....", but nowhere the email answered if i qualify or not???

Further VFS guided me to ask US embassy which I have done. It has been weeks I have been waiting for their answer.

Does anyone have idea if H1B visa transfer case is eligible for emmergency VISA appointment ? Any document with clear guideline on this?

I have following documents ready:
-new employers I 797 aproval notice, copy of I 129
-employment letter , offer letter, paystubs.
-old empployer's stamped visa which expires next month (march).

Basically i understand that u have a vaild Visa from employer A , not travelled to USA with that Visa (still in India). Now that visa got transfered to employer B and want to take appointment for employer B for stamping?
