Launching in another country where you are not currently living.

Hey guys,
My wife is US citizen, currently are living in China. We would like to launch our application in Hong Kong where she born and we got married. Is that possible to launch in Hong Kong while we live and work in China?
And also, she is household, for Affidavit of Support, does she needs to be working or something to sponsor me?
