Status Change from H4 to H1

My H1b was picked in lottery in 2014. I did not get stamping done but rather came on H4 to USA and currently on H4 EAD. Can i switch status to H1 back again or do I have to apply a new H1b? If i want to get to H1b what is the procedure?

Yes, possible, Do you have a copy of the approval notice?
