H4 Travel while H1B transfer applied

Hi,
Could you please let me know whether H4(dependents) can travel to US while my H1b transfer has been applied recently from Company A to Company B?

They have already got Visa from Company A. Do they require re-stamping from the new employer B?

My H1B transfer has been applied few weeks back, any idea hw long it may take for the approval(regular)? Does the dependents need to wait till the H1B transfer approval comes through?
