Will B2 Visa approve for the existing H4 ?

My visa in process and i don't have any validity for now. It will take more than 2 months from now if i want to call my family form india after arranging them to get H4 Visa stamping.

Mean time, I am thinking why don't I apply for B2 Tourist Visa for wife. So that i can call them even now. (Note: She already got H4 stamping and stayed here for 1 and half year)

if i apply for B2 visa for the exisitng H4, will USCIS approve it ?

I really doubt this will work. Ideal way is for you to get the H1 approved for yourself first and the dependents to get an H4.
