Can H4 child travel to US before H1B (principal applicant parent) ?

Our situation is as below.
Dad and Mom applied for individual H1Bs.
Kid's H4 was submitted along with Mom's H1B.
All visas were told as approved during interview. However Mom's visa alone is still under "administrative Processing" and not available yet.
Can the Kid travel to US with Dad ? (Dad is not the principal applicant for kids H4)

Has the child received the passport with the stamped H4?
