New H1B rule

Will the new H1B rule apply to following categories?
1. People already on H1B and waiting for GreenCard
2. People already on H1B and I140 approved.

There are no new laws at the moment.
Any change in laws would first need to be passed by Congress and signed by Pres Trump before being enacted.

But expect an array of changes to deal with the existing widespread abuse in the H1 visa program.
