H1b through in lottery but withdrawn later

Hi All,

My H1b petition was applied in FY16 & it was selected in lottery but later it got withdrawn before approval. I have my receipt notice but don't have any approved petition.

May i apply under cap-exempt again this year ? Kindly advice.

If withdrawn before approval then it will not be cap exempt.
