H4 to H1B in US and want to get back to H4 through consulate in india

I have a question regarding the the dropbox eligibility (interview waiver) for someone like me who has changed the status from h4 to h1b and wanted to go for h4 again. My expired H4 was petitioned by my spouse employer and my h1b was done by another employer. However, when I try to schedule interview appointment through the website AND through the phone they are finding me eligible for DROPBOX and is NOT LETTING ME schedule an interview. Any advice on this ? Has anyone experience similar situation. If I just go to drobox, they will end up calling me for interview later. It leads to delay in process. So I would rather get done with the interview as soon as I am in India.
