H4 Visa Extension

Hi,

I am currently in USA on H1 B Visa. My wife has got her H4 visa stamping done and has traveled once in October last year. Currently, she is in India. Our visas are valid till Aug 2017.

My employer is planning to apply for the H1 B visa extension in June 2017. My wife plans to travel in Sept 2017.

Please suggest :

1. Should she travel to US in June 2017 & we file for an extension together ? Or
2. How and when can she apply for visa extension while being in India only ?

What is a preferable way - H4 visa extension while in India or while being in USA ?
