OPT gap - URGENT

I am one of the many students who have fallen through the OPT gap. My opt expires in May and the next FY starts only in October.

I have two questions:
1. Is it possible with all the hooplah surrounding the current immigration reform, that a bill will be passed to increase the H1b quota for the previous year?

2. Will USCIS issue an OPT GAP RELIEF for those with OPT gap issues, like it did in 2004?

Any help or advice will be greatly appreciated...

the bill is for next year 2007.
For this 2006 year, quota for H1b is only 65000 and I think there will be no increase in this
