H4 - i94 extension in RFE and new transfer

Hi All,
My daughter is on H4 i94 extension and is in RFE status, is it possible to go for new transfer through premium before april 03rd? ie I am on H1B, new employer will initiate H1b, H4b transfer or i should wait i94 extension to be approved then initiate the transfer or can i send them back to India.
Please provide your experience/suggestions.
