Fresh h1 transfer when existing transfer is pending RFE response more than 240 days

Company A Revokes H1B Visa - July 2016 and I 94 expires on same date.

Company B Filed H1B transfer in June 2016- started working on Fedex receipt. Received an RFE in Feb 2017, RFE response will be submitted after April 1st week.
Crossed 240 days from I-94 expiration. Company not keen on processing premium

Company C - Can Company C file a fresh H1B transfer petition? Can I start wokring for the company C on Fedex receipt? what are the risks?. ?
