H4 visa - help needed

My friend's husband went for H4 stamping last month and they have given him a blue form(221g) asking him to bring all the paystubs and bank statements from the date my friend was in US. She came to US in Oct 2004 and got her SSN in Nov 2004. She was on bench for 4months initially and in Feb 2006. She does not have paystubs for this period. It would be great if anyone could give any idea on how to proceed?
