H1 to H1 Visa DS 160 form questions

I am on h1 and my extension(I-129 petition) got denied while residing within usa and as there are no options left for me, I travelled back to india.
I am planning to attend H4 visa in india.
While filling DS 160 forms what should i need to fill for below question?
"Have you ever been Refused a U.S. visa,been refused admission to the united states, or withdrawn your application for admission"
